Shah Rukh Khan Declines Sri Lanka's SAARC Summit Offer



Citing security concerns, Bollywood's global superstar, Shah Rukh Khan has declined an invitation by President Mahinda Rajapaksa to take part in a cultural event organized for the entertainment of regional leaders who are attending the 15th SAARC summit in Colombo, said Temple Trees sources.

The entertainment committee organizers have even sought the assistance of the Indian High Commission to persuade Mr. Khan to attend the event.

The President's Coordinating Officer, Sajin Vaas Gunawardena, represents the President at the entertainment committee and coordinates its functions.

As may be recalled, a bomb had detonated at Temptation 2004, a musical show led by Shah Rukh Khan, at Colombo.

EU says APRC incomplete without TNA



A visiting European Union delegation yesterday came down hard on the government over alleged human rights abuses being committed in the country with its chief even going to the extent of expressing doubts that Sri Lanka will qualify for the GSP Plus trade concessions.

Speaking to the media after completing a visit to the country, the EU delegation was of the view the APRC was incomplete without the TNA and also expressed disappointment as it could not visit Trincomalee, which was the main purpose of its tour to Sri Lanka, on the grounds of last minute security concerns.

"The last minute cancellation and a catalogue of chaos and confusion meant that the delegation did not fly to Trincomalee, despite repeated assurances and endless complications resulted in the party being turned back from Ratmalana Airport destroying months of preparation, time and expense," EU head of delegation for relations with South Asia, Robert Evans said. Reading out a press statement Evans said the EU Parliament is fully aware that Sri Lanka is involved in the fight against terrorism but still believes that more must be done to defend human rights and put an end to the frightening number of abductions."Terrorism has no place. It must end and it must end sooner…We condemn LTTE violence and want them to come to the democratic process. We still believe in a peaceful solution for Sri Lanka. A situation of war is not good for anybody," Mr. Evans said.

Speaking further the EU delegation, whilst welcoming the beginnings of the democratic process in the East, expressed concerns about the lack of a timetable for weapons decommissioning adding that the former paramilitaries now running the Eastern Province are reported to still be using child soldiers.

The delegation noted that in several meetings with the media, journalists spoke of continued harassment and the fear of being critical of the Authorities. The delegates heard of many cases of media workers being arrested, and learnt that 12 have be killed hi recent months. The delegation intends to raise the case of Sunday Times columnist M. Tissainayagam and of his conditions of detention, in the European Parliament.

The European Parliament delegation urges the Government of Sri Lanka, as a top priority, to organize investigations into these cases adding that widespread belief that the military and police enjoy impunity does nothing to set ordinary people at ease and may even fuel the LTTE.

Mr. Evans says they were informed officially that some 500 members of the military had been investigated for abuses and 100 had been prosecuted or convicted yet to date there is no evidence to substantiate the claims.

The delegation also commended Minister Tissa Vitarana for his attempts to make the APRC live up to its name, by including all parties, but stressed that the APRC is incomplete without the participation of the Tamil National Alliance.

In the light of apprehensions, the EU delegation remains extremely anxious about the impact a possible loss of GSP+ status would have on economy and employment in Sri Lanka and urges the Government to do everything possible to effective implement the international conventions that are required in order to address human rights concerns.

Asked if he was sure Sri Lanka will obtain the concession the Evans said "in my opinion, and this is not of the delegation, I don't think Sri Lanka will qualify for the concession…but the door is not shut".

  • The Tamil National Alliance (TNA) leader MP R. Sampanthan said in Parliament yesterday that time is ripe for the international community to boldly tell Sri Lanka to accept the internal self-determination rights of the Tamil people if it cannot deliver a political solution. He accused the Sri Lankan Government of "destroying our society, culture and economy". He emphasized that the Government was committing gradual genocide. He said "If the Government cannot deliver a political solution, the time has come for Tamil speaking people to go their own way".

    He stressed categorically that either a political solution should be found or the right of self-determination must be recognized and let the Tamils go their way and determine their destiny.

    Tamil leader MP R. Sampanthan spoke moving an adjournment motion in Parliament on the North-East situation.

    The following are extracts from Sampanthan's speech in Parliament:

    The government implements Sinhala extremist policies. Thousands of Tamils are displaced owing to the war. The Tamils living in the north and east are not treated as citizens of this country. The military efforts in the north have affected the Tamil people very badly.

    The government says that efforts are taken to find a political solution to the ethnic problem through the deliberations of the APRC. It is explicit that the efforts taken by former Presidents Premadasa and Chandrika and by former Prime Minister Ranil Wickremasinghe through the 13th amendment to the constitution could not resolve the conflict.

    It is the failure of the two major political parties of the country, namely the UNP and the SLFP, to arrive at a consensus over the issue that has been an impediment to find a solution.

    The governent unilaterally de-merged the north-east although merger was the key feature of the Indo-Lanka accord. Furthermore, the police and land powers provided for under the 13th amendment have not been devolved to the north-east, although twenty years have rolled by. In such a context, I do not believe that the APRC can deliver a solution that can meet the aspirations of the Tamil people.

    The international community believes that a reasonable solution can be found through the APRC. India and the Co-chair countries continually insist on finding a political solution through power sharing, but the government is not responding positively.

    The Tamils in the Vanni suffer from claymore and shell attacks. Agriculture and fishing in the north east are badly affected. These unfortunate people fortunately depend on the relief by non governmental organizations.

    The government has refused permission for the re-settlement of 1,866 displaced families in the east. Through the creation of high security zones, the Tamil people are denied their right to live in their traditional homeland.

    Tamil people are the victims of Sinhala colonization by the government. It has expedited the colonization of the Sinhala people in the east. The Rise of the East program is formulated in the interest of the Sinhala Colonists. I want to point out that it was the Sinhala colonization and Sinhalization that led to the ethic conflict in the island.

    Indian Premier Dr.Manmohan Singh is very concerned about the problems of the Tamil people. He maintains that the aspirations of the Tamil people are legitimate. He is committed to the fact that the merger of the north-east is essential for the resolution of the ethnic problem.

    While the government says that the doors are open for negotiations, it has refused permission to Norway, the peace facilitator, to visit Killinochi. This is an impediment in continuing the peace process.

    The government is not desirous of a political solution. It is interested in a military solution to the present crisis. The government hopes that it can crush the LTTE and force a solution, they propose, on the Tamil people.

    During the times of Thanthai Chelva, there were non violent struggles by the Tamils to win their demands and they were put down with the might of the government without approaching the problem in a sensible manner, without understanding the reality.

    This led to an armed struggle by the Tamil people to articulate their right to self determination to live in their traditional homeland as free men and women.

    The demand for Eelam is not a demand of the LTTE. It has been the demand of the Tamil people. Tamil people had problems even before the armed struggle was launched. It is meaningless to say that the LTTE stands in the way of a solution. Had the ISGA suggestion put forward by the LTTE been accepted, this problem would not have continued!

    SARRC countries must recognize Tamils' right to self determination! - TNA in Parliament



    Tamil National Alliance Parliamentarian Shivajilingam, addressing the Parliament, appealed to the SAARC countries to recognize the right to self determination of the Tamil people.

    He stated that the LTTE has announced a unilateral ceasefire to coincide with the holding of the SAARC summit in Sri Lanka, while the government was attempting to depict the LTTE as terrorists.

    He told the Parliament that artillery attacks are launched on the people of Vanni who have been displaced not once or twice, but five times. The Indian fishermen are shot at. What is the response of the SAARC summit for human killings?

    He added that the ceasefire announcement by the LTTE must not be viewed as a sign of weakness. The government must not turn down the good will offer. Instead, it should make the unilateral ceasefire a bilateral one in the interest of the country.

    LTTE declares unilateral ceasefire for SAARC



    The Liberation Tigers of Tamileelam (LTTE) on Tuesday announced that the movement would observe unilateral ceasefire during the period of SAARC conference from 26th July to 04 August, giving cooperation for the success of the conference. Conveying goodwill and trust of the Tamil people, the LTTE Political Wing, in a press statement issued from Vanni said it wished for the success of the SAARC conference, extending the movement's support to the "countries of our region, India, Pakistan, Bangladesh, Afghanistan, Sri Lanka, Nepal, Bhutan and Maldives."

    "At the same time if the occupying Sinhala forces, disrespecting our goodwill gesture of our people and our nation, carry out any offensives, our movement will be forced to take defensive actions", the statement emphasized.

    "Behind the smokescreen of war, the Sinhala regime is heaping misery on the Tamil people and is killing them in large numbers. The brutal truth of the gradual destruction and oppression of the Tamil people is being blacked out. The just struggle of the Tamil people is being hidden behind an iron curtain in the name of news censorship. A false propaganda is being spread to tarnish, the freedom movement of the Tamil people and the path it was adopted for its self. This has resulted in misleading views and incorrect opinions about our freedom struggle. We are deeply saddened by this" the statement noted.

    Ceasefire announcement

    On behalf of the people of Tamil Eelam, we extend our sincere good wishes to the fifteenth conference of SAARC that aims, to improve the economic development of the vast South Asian region and to create a new world order based on justice, equality and peace. For sixty years, the Sinhala leadership is continuing to refuse to put forward a just solution to the national question of the Tamil people. The Sinhala nation is not prepared to deal justice to the Tamils. The politics of the Sinhala nation has today taken the form of a monstrous war. Because the chauvinistic Sinhala regime is putting its trust in a military solution, the war is spreading and is turning more and more intense. Sinhala nation is intent on occupying and enslaving the Tamil homeland. Our military is only involved in a war of self defence against this war of the Sinhala nation.

    Behind the smokescreen of war, the Sinhala regime is heaping misery on the Tamil people and is killing them in large numbers. The brutal truth of the gradual destruction and oppression of the Tamil people is being blacked out. The just struggle of the Tamil people is being hidden behind an iron curtain in the name of news censorship. A false propaganda is being spread to tarnish, the freedom movement of the Tamil people and the path it was adopted for its self. This has resulted in misleading views and incorrect opinions about our freedom struggle. We are deeply saddened by this.

    We are always keen to develop friendship with the countries of the world and our neighbouring countries in our region. We are sincere in our efforts to create the external conditions in order to build these friendships. We wish to express the good will and trust of the Tamil people. As a sign of this goodwill, our movement is glad to inform that it will observe a unilateral ceasefire that is devoid of military actions during the period of the SAARC conference from 26th July to 4th August and give our cooperation for the success of the conference. At the same time if the occupying Sinhala forces, disrespecting our goodwill gesture of our people and our nation, carry out any offensives, our movement will be forced to take defensive actions.

    We wish for the success of the SAARC conference and we also extend our goodwill and support to the countries of our region, India, Pakistan, Bangladesh, Afghanistan, Sri Lanka, Nepal, Bhutan and Maldives.

    MDMK to vote against UPA



    Tamilnadu's MDMK party will vote against the UPA government in the trust vote in Parliament next Tuesday, president of the party Vaiko has said.

    The vote has started gathering heat as political parties firm up their positions.

    MDMK has four seats in the Lok Sabha. Out of the four, two rebel MDMK MPs--L Ganesan and Gingee Ramachandran are likely to defy the whip.

    The party leader issued a three-line whip and declared that it will sack rebel MPs who would not follow the order.

    CPI M has also officially told its 41 MPs to gather in Delhi two days ahead of the vote and reject Singh's nuclear deal with the Americans.

    An analytical article By V.Sivaram in the weekly edition of Sudaroli, says that TNA, which has been pro-India and loyal to India in respect of the Sri Lankan ethnic issue, is now determined to express explicitly its frustration, dissatisfaction, displeasure and disappointment over the New Delhi's machination.

    TNA Leader R.Sampanthan is scheduled to address the Parliament on an adjournment motion on July 23rd and that these anxieties of the Tamil people and their frustrations will be reflected on the floor of the House. the Tamil newspaper, based in Colombo said.

    "Mavai Senathirajah, Tamil National Alliance senior Parliamentarian and the son of the soil of Mavitapuram, reiterates that TNA will not let any country for that matter even India to exploit the resources in the Tamil homeland without the consent of the Tamil people, and that they would vehemently, oppose, defeat and deter all such moves at any cost. They are prepared to pay any price" the paper said.

    TNA, which has been pro-India and loyal to India in respect of the Sri Lankan ethnic issue, is now determined to express explicitly its frustration, dissatisfaction, displeasure and disappointment over the New Delhi's machination.

    India poked its nose into Sri Lankan affairs following the communal disturbances that erupted against the Tamil people 25 years ago. Black July paved the way for it.

    It was Appapillai Amirthalingam, who was the leader of the Tamil people at that time. He had been the Leader of the Opposition too. It must be said that the Tamil leadership whether it was the TULF or whether it is the TNA, have always been inclined towards India.

    In fact, it even consented to the pressures exerted by India to form an alliance with EPRLF and TELO and contest an election, while it was committing aggression in the name of Indian Peace Keeping Force. The Tamil leadership agreed to this pressure in deference to India, despite the fact that the decision was an aversion to the Tamil people.

    Those, who had been close to Amirthalingam, are fully aware how distressed he was over this move. A leader, who ought to have been very resolute regarding the interests of the Tamil, whom he represented, danced to the tune of India and he had to pay dear price for it.

    The new development is that the Tamil National Alliance that represents Tamil people of Sri Lanka has begun to take issue with India on being frustrated over the machination of New Delhi over the Lankan Tamil issue.

    It is this submissive role played by the Tamil leadership that has made New Delhi to treat it and its demands lightly and as a spent force. Now, the TNA has woken up from its slumber.

    Recently, TNA Parliamentary Leader Sampanthan expressed the displeasure of the Tamil people in no uncertain terms to India’s high power delegation that visited Colombo recently.

    India chalks out a strategy to exploit the resources in the Tamil homeland as a partner with the South taking advantage of the ethnic problem and the tragedies of the Tamil people. It is this machination that has irked the TNA.

    India is engaged in thermal power generation in Sampoor, a Tamil village that has been captured by the government. There are attempts by New Delhi to take control of the mineral resources in Pulmottai. Efforts have been taken by New Delhi to carry out oil exploration in Mannar. On top of all that, New Delhi is eyeing the cement factory in Kankesanthurai.

    A large area of Valigamam has been declared a high security zone by the army. The Tamil people, who had been living there, have been displaced as refugees, having lost their houses and their properties. They are unable to return to their native places. India is unconcerned about their sufferings. All these developments have angered the Tamil people.

    TNA is naturally irked over this machination by New Delhi to exploit the resources of the Tamil homeland without the consent of the Tamil people, while being insensitive to the sufferings of the Tamil people and to their tragedies.

    It is leant that TNA Leader R.Sampanthan is scheduled to address the Parliament on an adjournment motion on July 23rd and that these anxieties of the Tamil people and their frustrations will be reflected on the floor of the House.

    The coming weeks will reveal whether the TNA will be consistent on its stand or whether it will reconcile over this issue!

    Seized Idol 'belongs to Sri Lanka'



    A temple in Eastern Sri Lanka has claimed the idol of lord murugan seized by the Tamil Nadu police a few weeks ago.

    The idol was seized from an individual while he was trying to sell it according to Tamil Nadu Police. The statue believed to be 300 years old is considered priceless.

    The trustee of the “Verugalampathi Chitira Velayutha swamy Temple” told BBC Tamil Service that they strongly believe the said idol was stolen from that temple.

    The Murugan Idol was stolen during the violence which happened in Muthur in 2006 according to the trustee Mr.Chidambaram Pillai.

    He says the idol was missing from the Sanctum Sanctorium of the temple referred to as “Little Kathirkamam” and it was duly reported to the GA and the Police Officials at that time.

    According to the History of the temple it was constructed Three Hundred years ago by one Nallainatha chettiar from India.

    The temple was also consecrated by him with the financial support from the King of Kandy says the temple trustee.

    He says that after BBC Tamil Service broadcast and the subsequent publication of the idol's photo in its website, the temple made their claim to the TN government.

    The striking similarities of this idol and and the one in the temple has made the claim of the temple stronger, says the trustee.

    Mr.Chidambaram Pillai also says that they have written to the Tamil Nadu Chief Minister seeking his support to get the idol back.

    The Deputy Inspector of the Tamil Nadu Police( Idol Theft Wing) Arumugam had told the BBC Tamil Service earlier that the idol from Sri Lanka was 300 Years old according to archelogical experts.

  • Q: The government recently announced that it had captured the 1-4 Base and the Mannar rice bowl and that the LTTE has been destroyed as a conventional army. How weakened is the LTTE militarily in your view?

    A: We don't have an installation called 1-4 Base within our territory now. Sri Lankan armed forces are targeting the civilian population in the Mannar District forcing them to displacement. These paddy fields are the livelihood of the people in the Mannar District. Evicting the people from their livelihood by military offensives and claiming that it has captured the Mannar rice bowl clearly shows the mindset of the Sinhala regime.

    For almost 30 years the Sri Lankan state has been engaging in these types of false propaganda. All throughout, LTTE has been able to maintain its conventional military capacity and its capability to protect the Tamil people from all forms of Sri Lankan oppression. We always use various strategies and tactics according to the ground reality. In the past and also at present, the LTTE has clearly demonstrated the potential of its military machine to face any military challenges.

    Q: There were a series of bomb explosions in buses and trains in the recent past in the south, which has been blamed on the LTTE. Is targeting civilians on a large scale due to the fact that the LTTE has been militarily weakened in the north and east?

    A: We never target civilians. We have not been weakened militarily and we are continuing all our activities in our homeland. It is the Sri Lankan government that is targeting the civilians. Mahinda regime is in a war with the journalists to stop them from bringing the facts to the people. Why do you think this is so? A lot of money is being made by the forces top brass and the arms dealers in the purchasing of arms. These people will never allow the war to stop. They use the paramilitary groups to do the dirty work to ensure that the war continues.

    Q: The LTTE is reputed to have a very good intelligence network. If you claim the LTTE is not responsible for these bomb attacks, then who is responsible according to your information?

    A: Yes, we do have a good intelligence network that is engaged in the protection of our people. It does not waste its energies for other purposes. I can, however, venture to speculate on who might be behind these attacks. A team is operating in the south to threaten or eliminate those who express opposition to the current regime. People like Mervyn de Silva are part of this team. This same team will not hesitate to kill Sinhala people in order to gain political mileage.

    Q: Should you not know or use your intelligence network to find out who is responsible for such attacks on civilians if the LTTE is not responsible, because, it is your organisation, which is being blamed by even the international community for such attacks?

    A: We are saddened that the international community is making such conclusions against us without any evidence. I would like to bring to their attention that the Sinhala regimes of the past, in 1971 and 1989, did not hesitate to kill even young Sinhala people.

    Q: If you say the LTTE is not responsible for the attacks in the south, then by the same token, is the government also not justified in stating that the security forces are not responsible for bombings of buses and other civilian targets within areas under the control of the LTTE?

    A: We have plenty of evidence that the Sri Lankan regime is behind these attacks in our area. It is the Sri Lankan regime that is blocking international media and observers to come and study the evidence.

    Q: The government has appointed a commission to probe the massacre of 600 policemen in the east in 1991. Your former eastern commander Karuna who returned to the country recently has told the media that he was not responsible for the killings and that they were handed over to the LTTE intelligence wing, headed by Pottu Amman and that they had killed the policemen. How do you respond?

    A: We are a liberation movement that demands very high standards of discipline from our members. Karuna was to be reprimanded for his indiscipline when he escaped and he is now working with the Sri Lankan regime as a paramilitary group. LTTE has always treated Sri Lankan military personnel in its captivity according to the Geneva Conventions.

    Q: President Mahinda Rajapakse had said recently that the government is prepared to resume talks with the LTTE if it lays down its arms. Are you prepared to enter into talks with the government on the President's terms? If not why?

    A: Peace talks must be conducted in a conducive environment without any preconditions. We took up arms 30 years ago to protect our people. We cannot give up our duty to protect because of naive demands made by Mahinda Rajapakse.

    Q: Army Commander Sarath Fonseka addressing the Foreign Correspondents Association recently has said that since 2006, 9000 Tigers have been killed and only 5,000 more remain and that in the same period, 1700 soldiers of the Sri Lankan security forces were also killed. Would you agree with this assessment? If not what is your assessment of the military ground situation?

    A: He often contradicts his own numbers. His assessment is intended to mislead the Sinhala people and the international community. Innocent Sinhala youths are being sacrificed at the battlefront so that the Sinhala political and military leaders can enjoy a life of luxury.

    Q: The Army Commander has also said that the LTTE can last for another 20 years and that the insurgency can go on forever with the LTTE having at least 1,000 cadres, because there are those who are supporting the cause of Tamil Nationalism. Going by the Army Commander's statement, will not the cause of Tamil Nationalism disappear and with it the LTTE as a military force, if the government addresses the political aspirations of the Tamil people?

    A: For the last 50 years the Sri Lankan regimes have failed to address the grievances of the Tamils. I can state many examples from Banda-Chelva pact to PTOMS. LTTE exists as a people's struggle because of these failures by the Sinhala regimes. This struggle will continue to exist until the political aspirations of the Tamils are fulfilled.

    Q: Does the LTTE fear that the APRC will come up with a Federal formula to address the aspirations of the Tamil people which, if implemented fully will completely take away the justification of the LTTE to militarily wage war on behalf of the Tamil people?

    A: APRC is yet another drama, this time produced by Mahinda Rajapakse to cheat the international community. There are many contradictions within the APRC and it will never produce anything that will meet the aspirations of the Tamils.

    Q: Is the LTTE carrying out a campaign to destabilise the south to prevent the SAARC Summit from happening?

    A: We are not na‹ve to disturb the SAARC conference. We believe that the other countries in the SAARC group will support us in our just struggle for the freedom of the Tamil people.

    Q: Given the military onslaught of the government, which is said to have weakened the LTTE, do you regret calling on the Tamil people to boycott the presidential elections in 2005?

    A: Tamil people rejected the unitary Sri Lankan state system and its executive presidency. Therefore, Tamil people have no interest in influencing this political system. Indeed, the Tamils gave the mandate to the LTTE to form an independent state.

    Q: The LTTE aircraft, after its initial operations, have gone underground. Is that a reflection of the government's military operations working and the necessary systems to counter LTTE air attacks, which are now operational?

    A: Our military actions are based on strategic needs of the given time. They are not carried out simply to demonstrate our capacity.

    Q: The government has vowed to capture Wanni and finish the war by mid next year. The LTTE also keeps saying that they are fighting a defensive war. Is that alone not an admission that the government's military campaign has succeeded and the LTTE's offensive capability has been destroyed?

    A: This is a very erroneous assessment that does not take into account our mode of operation and our grand strategy. Unfolding events will clearly illustrate this.

    Q: Now that the government has abrogated the Ceasefire Agreement (CFA) and de-merged the north and east and conducted provincial elections in the east, is the LTTE prepared for negotiations at a future date, if the government so wishes, without a new CFA in place?

    A: People of the Tamil homeland did not separate it. Tamil homeland is still comprised of the north and east. This has been proved beyond doubt by the voting pattern in these two provinces again and again. The CFA created the necessary environment for the talks between the Sri Lankan regime and the LTTE. It is the Sri Lankan regime that abrogated the CFA.

    Q: What is your view of India's role in the Sri Lankan conflict and is the LTTE worried about the increased defense cooperation between the two countries?

    A: Tamil people are concerned about this defense cooperation. They know that the Sri Lankan regime will use this cooperation to destroy the Tamils. The Sri Lankan regime has done so in the past in its attempts to establish its hegemony over the Tamils. Despite the cooperation extended by India, the Sri Lankan regimes have acted against the interest of India when India was facing problems. Past history demonstrates this.

    Q: India has expressed concern over the government's gravitation towards Pakistan and China for defence support. Is the LTTE concerned about the growing defence support the government is attracting from these countries?

    A: The Sri Lankan regime is trying to handle India, China, Pakistan, and Iran for its war efforts. But in the new world order this is not an easy task. We, however, firmly believe that the time will come when these countries recognise the freedom struggle of the Tamils.

    Q: With Pillayan's appointment as Chief Minister of the Eastern Province has not the government effectively shown to the world that there is no longer a justification for a merged province or even a separate state, which covers both the north and east?

    A: Pillayan is a leader of an undisciplined paramilitary group operating death squads for the Sri Lankan regime. Your question is, therefore, not at all credible.

    Q: How effective has the international bans on the LTTE been in preventing the organisation raising funds in countries like the US, Canada, Europe etc.?

    A: The funds from these countries are given by these citizens to assist their brethren in the Tamil homeland through organisations like TRO. Banning this humanitarian assistance at a time when the Sri Lankan regime is blocking even international humanitarian agencies from carrying out such assistance for the Tamil people is tantamount to siding with the Sri Lankan regime to destroy the Tamil people.

    Note that this is taking place at a time when the Sri Lankan regime is targeting and displacing Tamils in large numbers under the pretext of waging war against the LTTE.
